Robert (Bob) Palmer is a Trade Advisor focused on international trade issues, particularly antidumping (AD) and countervailing duty (CVD) proceedings. He brings nearly 30 years of public service experience, including close to 20 years specializing in AD and CVD matters. He assists clients with his knowledge of U.S. import compliance, policy, statutes, and regulations.

At the U.S. Department of Commerce, Bob oversaw a team of analysts conducting dozens of AD investigations involving both market and non-market economies, as well as CVD investigations and reviews. He led CVD investigations covering multiple countries, including those with little or no prior experience with U.S. CVD law, such as Australia and Morocco. He also led verification teams to several countries, including China, to examine government and company information submitted in response to Commerce’s requests for information.

Led case teams through the full life cycle of AD/CVD proceedings, managing internal and regulatory deadlines.

Analyzed quantitative and qualitative data provided by manufacturers in industries such as activated carbon, steel, phosphate fertilizer, and warmwater shrimp among others.in response to Commerce questionnaires.

Conducted on-site AD and CVD verifications in the United States and abroad.

Wrote and analyzed SAS duty margin programs using company-submitted sales, cost, and factors of production data; developed case-specific SAS code for calculating AD margins.
